Sooner or later every growing business hits the same wall on WhatsApp: a campaign that should reach 20,000 customers stops after a few thousand. That is a messaging limit, and it is not a bug. It is how Meta protects users from spam while letting trusted businesses grow.

The good news is that the rules are predictable. This guide explains how limits and quality ratings work, and how to raise your limit steadily instead of getting stuck.

What a messaging limit actually counts

A messaging limit is the maximum number of unique customers you can deliver business-initiated messages to outside a customer service window, within a moving 24-hour period.

Three details in that sentence matter:

  • Unique customers, not messages. Sending three templates to the same person counts once.
  • Outside the service window only. When a customer messages you first, your replies do not use up your limit.
  • Rolling 24 hours. There is no midnight reset. Capacity frees up 24 hours after each send.

Limits also apply at the business portfolio level, so every phone number in the same portfolio shares one limit. Adding a second number does not double your capacity.

How automatic scaling works

Above 2,000, Meta raises your limit automatically when two conditions hold: your messages are high quality, and you have used at least half of your current limit over the last seven days. When you qualify, the increase usually arrives within about six hours.

Quality rating: the number that controls growth

Meta scores your phone number on how customers react to your messages over recent days. The rating shows as green (high), yellow (medium) or red (low) in WhatsApp Manager.

The strongest negative signals are customers who block you or report your messages, along with feedback such as tapping that a message is not relevant. Read rates and replies help, but blocks outweigh almost everything.

  • Green: you are eligible to scale to the next limit.
  • Yellow: a warning. Upgrades pause until quality recovers.
  • Red: a problem. Your limit can be held back and your templates are at risk of being paused.

Template pacing and pausing

Quality is also tracked per template. When you send a new marketing template, Meta may pace it: the first batch goes out, the rest are held briefly while Meta watches for positive or negative feedback. Good early signals release the rest of the send.

  4. Cap frequency. For most brands, one or two marketing messages a week to the same customer is plenty.
  5. Add an opt-out button such as "Stop promotions" to marketing templates, and honour it automatically.
  6. Personalize. A first name and a relevant product beat a generic announcement every time.
  7. Send at local times customers expect, never late at night.
